P3 Instructions and Information
All persons receiving SPEAK UP, SPEAK OUT reports will access the P3 intelligence system to view, respond to and report outcomes of tips. Below is helpful information and instructions to assist registered user to effectively use the P3 system:
Initial Login
In order to access reports in the P3 system, login with your email address currently assigned to you in our system. You will need to create a password in order to login. Instructions to set-up a password have been sent to your email. Click the button to log into P3 using your email and password.
Forget your password/Setting up a password
In the case you forget your password to the P3 system, click the “forgot my password” link to reset your password. Your login will be your email address registered in the system to receive SPEAK UP, SPEAK OUT reports. If you receive a SPEAK UP, SPEAK OUT report and haven’t had a chance to set up a password, click on the “forget password” link in the email. You will be taken to a page and allowed to make one at that time.
Changing Contact Information
If you are a Recipient Contact Administrator (RCA), and you have changed schools or need to update your contact information click the button below.
Receiving Text Alerts
If you would like to give us your cell phone number, we also can send you notifications via text. Please send an email to schoolsafety@doj.state.wi.us with that request.
Viewing Tips
To view a tip in P3, click on the link provided in the email or text alert you received notifying you of the new tip. Use your login information to access the tip in P3 (see above for login information). All tips assigned to you will appear at the bottom of the Tip Manager screen, or may be searched using the search box on the top of the right-side menu. When a tip is read, it is marked as read and time-stamped in the P3 system. Attachments (videos, photos and uploaded documents) may be viewed in the main screen or by clicking the Attachment tab.
Searching Previous Tips
When you enter the P3 system, all current and previous tips assigned to you are visible and searchable. To look up previous tips, use the search box on the top right-side menu to search using key terms, names, and tip numbers.
Completing Disposition Reports
Recipients receiving SPEAK UP, SPEAK OUT reports need to complete a Disposition report in the P3 system. To complete a Disposition report in P3, login with your email and password and then find the tip you are closing. Tips assigned to you will appear on the bottom of the Tip Manager screen or may be found using the search box on the right-side menu. Click to open the tip and then click the Disposition tab. Complete the form by providing detail of the actions that took place in the Disposition/In-Progress Notes section; when complete, click submit to post. You also will need to check all relevant outcomes and trends on the right side of the page.
Tips for completing Disposition Reports:
- Each SPEAK UP, SPEAK OUT tip received requires a disposition report to be filed in the SPEAK UP, SPEAK OUT P3 system.
- The more detailed information that is provided, the more helpful the program is for schools, local law enforcement, and SPEAK UP, SPEAK OUT.
- Dispositions are completed directly in the P3 system in the Disposition/In Progress Notes Tab.
- Add the outcomes of the investigation or intervention in the "Description of Investigation/Intervention with Outcome" Section and click Submit Notes.
- Report any outcome and trends by selecting the appropriate boxes on the right hand side of the page and click save.
- Close out any resolved tips by changing the status to Closed.
- Follow-up on every SPEAK UP, SPEAK OUT report is a program requirement.

Handling SPEAK UP, SPEAK OUT reports
Each SPEAK UP, SPEAK OUT report must result in a response, and the ANONYMITY of the reporting party must be preserved. Here are some guidelines on responding to – and acting upon – all SPEAK UP, SPEAK OUT reports.
Who Should Be Notified?
While it’s imperative to protect the anonymity of the reporting party, there are those in a position of trust who can play a crucial role in aiding a student who is at risk, feeling threatened, or in imminent danger. Those parties may be notified and called on to assist in bringing about a positive outcome to the situation.
It’s important for your organization to establish a standard protocol for handling SPEAK UP, SPEAK OUT reports in an expeditious and confidential manner. Based on the issue, decide on the most effective individual to involve, or create a collaborative team that could include:
- School Principal
- School Resource Officer / Local Law Enforcement
- School Security Officers
- Student’s Parent(s) / Guardian(s)
- School Counselor / Psychologist / Nurse
What is the Appropriate Action?
Because the content and circumstances of each report are so varied, the primary goal is prevention and awareness, education and training. SPEAK UP, SPEAK OUT reports are considered intelligence information. There’s no need to inform the victim or perpetrator that a report has been submitted, and they are NOT to be included in case files where there would be public access.
In most cases, the most effective intervention is for the student to know that an adult in their life is aware of what he/she is experiencing, cares, and is looking out for them. There are a variety of possible actions to take to obtain the most advantageous outcome:
- Counseling – Individual counseling is best. Group counseling is often less effective, and can even lead to further intimidation/bullying. Rather than focusing on the problem itself, focus on finding the solution.
- Monitoring the Situation with Awareness – Seek to personally observe the reported behavior, particularly in situations where students assume the adults are not aware of the reported actions.
- Immediate Intervention – SPEAK UP, SPEAK OUT reports can involve life-threatening situations. Take all threats seriously and be prepared to suggest helpful outside resources in your area for students in crisis.
- School Discipline – Any behavior that violates school or district policies should be met with the appropriate disciplinary procedures, including conducting threat and suicide assessments when appropriate.
- Citation/Arrest – When a report is crime-related, local law enforcement will determine the appropriate action.
- Referral – When necessary, a referral to another local agency, such as Department of Human Services, Mental Health, etc. should be considered.

Submitting the Disposition Report
- Each SPEAK UP, SPEAK OUT tip received requires a Disposition report to be filed in the SPEAK UP, SPEAK OUT P3 system.
- Follow-up on every SPEAK UP, SPEAK OUT report is a program requirement.
- The more detailed information that is provided, the more helpful the program is for schools, local law enforcement, and SPEAK UP, SPEAK OUT.
- Disposition reports are made directly in the tip record on the Disposition tab.
- Tips are considered closed when coded as closed in the system and a Disposition report is saved in the tip file in the P3 system.
